TMA members took part in a meeting with Rosprirodnadzor

Rosprirodnadzor held a meeting of the working group on the fulfilment of extended producer responsibility (EPR) principle in accordance with Law No. 458-FZ “On Amendments to the Federal Law “On Production and Consumption Waste” on November 17, 2016.

Natalia Sokolova, the Head of the State Environmental Supervision Department of Rosprirodnadzor, delivered the report “Regulation of the extended producer responsibility: accounting and control system”. She reminded that most of the waste is generated in the production sector, but the issue of solid municipal waste, including consumer packaging, is also critically important. In the last five years, Rosprirodnadzor had identified 180 000 places of unauthorized waste disposal. More than 70% of unauthorized landfills have been liquidated, but new ones emerge. One of solutions to the problem is the application of the EPR principle. Waste management standards have already been established, and environmental taxation rates have been determined. All producers and importers are required to report on compliance with environmental standards. The environmental tax will, for the first time, be included in the state program for the subsequent funding of a new waste management infrastructure. According to Natalia Sokolova, Rosprirodnadzor hopes that producers will independently build chains of waste accumulation, for example, through retail networks. “We, as the supervisory authority, are initially also interested in reducing the waste as more as possible”, Natalia Sokolova emphasized.

According to the representative of Rosprirodnadzor, a lot of work is currently being developed and refined to clarify the provisions of the adopted statutory regulations jointly with representatives of the Ministry of Natural Resources of Russia, the Ministry of Industry and Trade of Russia, and the Ministry of Economic Development of Russia. Rosprirodnadzor, together with the Ministry of Natural Resources of Russia, prepares amendments to the legislation.

The meeting was attended by authorized representatives of the Ministry of Natural Resources of Russia, the Ministry of Industry and Trade of Russia, as well as specialized associations and organizations dealing with waste management.
