White House approved the tax rate on waste

The government published a decree establishing the environmental fee rates for 36 groups of products which can be recycled after the loss of their consumer properties. This is a by-law to the Law on Domestic Waste adopted in late 2014 to create a civilized recycling industry in Russia. In 2016, it already offers manufacturers and importers of consumer products a choice: to pay a fee to the budget for the creation of infrastructure in the regions or create the industry of waste management schemes with private processors on their own. And manufacturers and processors consider the rates laid down in the document by the HSE experts at the Ministry of Natural Resources and Environment’s order to be “pulled out of a hat” (see. Kommersant of September 29 and October 27, 2015). Meanwhile, the new version of the document presumes their annual review, since payments will be linked to the government approved waste recycling targets (see Kommersant of 10 December 2015). Now, companies have all the necessary documents in order to correlate the value of an independent waste management with an alternative payment collection. The Tyre Manufacturers Association and one of the largest food companies told Kommersant that the estimates are not yet ready. The associations of waste paper and scrap metal recyclers told Kommersant that they will be happy to undertake joint recycling projects even on the basis of the present rates and targets that are “far removed from the realities of the market.”
