TMA members participated in a meeting with Rosprirodnadzor

On March 21, 2016, the Federal Service for Supervision of Natural Resource Usage held a meeting on its cooperation with manufacturers and importers of products subject to recycling in respect of the implementation of extended producer responsibility (EPR).

The new obligation on companies to ensure waste management from using the goods released onto the market was introduced by the Federal Law “On Production and Consumption Waste” (amended by Laws 458-FZ of 29.12.2014 and 404-FZ of 29.12.2015). All kind of tyres are subject to regulation: passenger cars, trucks, large vehicles, etc. The state thus sets targets for recycling, which determine the volume of certain products that must be recycled during the year. In 2016, tyre manufacturers and importers will be required to fulfil the new duty for the first time: the RF Government has set targets for the recycling of all types of tyres at 15% for this year. However, companies are able to select the method of performance of the new responsibilities. They can pay an environmental fee to the federal budget, but they also can recycle the waste themselves. This includes employing contractors or a specifically-created branch union for this purpose. Rosprirodnadzor has to monitor the performance of manufacturers and importers of their new responsibilities.

During the meeting, the participants discussed topical issues about the performance of new responsibilities including the procedures for the declaration of the number of products released onto the market by companies, and reporting on the implementation of recycling targets.
  
Rosprirodnadzor announced the creation of the Working Group on the regulation of the implementation of extended producer responsibility. Representatives of the Tyre Manufacturers Association were included in the Working Group.
