On March 16, TMA members took part in a meeting with Rosprirodnadzor

Rosprirodnadzor held a meeting of the working group on issues of implementing the extended producer responsibility (EPR) principles in accordance with Law No. 458-FL “On Amending the Federal Law “On Production and Consumption Waste”.

Opening the meeting, Amirkhan Amirkhanov, the Deputy Head of the Federal Service for Supervision of Nature Resources Usage, noted that in recent years “the need for fundamental changes in the system for ensuring the environmental safety of the Russian Federation was clearly seen, and we achieved these changes at the legislative level and came close to the stage of their practical implementation”. At the same time, he stressed that “it is desired to see greater readiness of importers and producers to fulfil the requirements of the law in good faith”.

Natalya Sokolova, the Head of the State Supervision and Regulatory Agency for Waste and Biodiversity Management of Rosprirodnadzor, reminded that until April 1, all producers and importers must submit a declaration of goods and packages and a calculation report of compliance with the utilization standards, and before April 15 – pay an eco-charge. “Rosprirodnadzor has conducted a lot of work with the Federal Customs Service (FCS), and today, within its competence, we know all importers who are obliged to comply with the standards of utilization. Before the submission there are less than two weeks, and this time enough to clarify ambiguities and submit the declaration / report in time”,  – Natalya Sokolova said. She also drew attention to the fact that the fulfilment of disposal standards by producers and importers should be supported by certificates of waste disposal and other documents with the terms of concluded contracts and current legislation.
