Minprirody prepares amendments to List of goods subject to recycling

The official website that posts information about the preparation of regulations and the results of their discussion (regulation.gov.ru) published a notice about the development of amendments to the order of the RF Government dated 24.09.2015 No. 1886-p by the Ministry of Natural Resources and Environment of the Russian Federation. 

This order confirms the List of goods, including packaging, subject to recycling after the goods are thrown away by consumers. The List includes all kinds of tyres: for passenger cars, trucks, large vehicles, etc. The duty to ensure they are recycled rests with the manufacturers and importers of products. They may undertake it themselves or pay an environmental fee to the federal budget. In 2016, tyre manufacturers and importers will be required to fulfil the new duty for the first time: The RF Government has set targets for the recycling of all types of tyres at 15% for this year. 

The amendments, which will be developed by the Ministry of Natural Resources and Environment of the Russian Federation, will focus on the implementation of paragraph 4.1. of Article 24.2 of the Federal Law of 24.06.1998 No. 89-FZ “On Production and Consumption Waste”. This provision was included in the Federal law at the end of 2015. It provides the opportunity for manufacturers and importers to fulfil the targets set by the state on recycling their products at the expense of recycling of any waste products, provided that such products have a similar purpose and (or) the same method for processing the waste produced from their use.

Public discussion of the notification will be completed on March 3, 2016.
